The author, Venerable Dr. F. O. B. Obayan, a seasoned Elder Statesman, Retired Permanent Secretary, Educationist, Academic, Clergyman and Community Leader, obtained a PhD in Education from Ohio University, USA. He was one of the authors of the 6-3-3-4 policy of Education. His civil service career included time as Permanent Secretary in the old Kwara State when he instituted the first professional Teacher registration programme in Nigeria and was a key player in the establishment of the Ajaokuta Steel Complex, the University of Ilorin in 1975, and later on, the establishment of the University of the Gambia as well as the establishment of the first Anglican secondary school in the Gambia. Dr. Obayan's academic career spanned several years of teaching and administration in public school system. At the University of Ilorin he was head of the Department of Educational Management and he served as Research Fellow at the Salem University where he organized the university's first National Conference on Conflict Management. He was married with children and passed on to glory in September 2015 at the ripe age of 83.
